Business plan for roll out of outpatient mental health clinics

We need to create a business plan that is roughly 20-30 pages which describes the opportunity to open up outpatient psychiatric facilities across central and south Florida. Specifically looking for candidates that have solid PE/IB experience to fulfill this role.
